Abstract: In the reformed European Union (EU) data privacy legal framework, there is only a single provision (Art 50 of the General Data Protection Regulation; GDPR) dealing with cooperation of European data privacy supervisory authorities with their counterparts from other jurisdictions. (Whereas intra-EU cooperations is provided with a lengthy and comprehensive procedure therefor.) In parallel, the modernised Convention 108 of the Council of Europe asks supervisory authorities from Contracting Parties to ‘form a network’. These two developments open a path for a genuine cooperation in making data privacy protection practical and effective. In this interactive talk, views were exchanged as to the future shape of cooperation of European authorities with the Office of Privacy Commissioner of New Zealand.

PHAEDRA I (2013-2015) events

Cracow Conference: Enforcing privacy: lessons from current implementations and perspectives for future 
Cracow (Poland), 12 December 2014, 8.30-17.15h

The final conference under the PHAEDRA project gathered national data protection authorities, selected policy-makers, scientific world, NGOs and media, to discuss the final results and outcomes of the PHAEDRA project in the wider perspective of cooperation and coordination activities between DPAs, PCs and PEAs.

Enforcement workshop
Manchester (UK), 2-3 April 2014

The UK Information Commissioner’s Office (ICO), the DPA of the UK, organized an enforcement workshop for DPAs, which was attended by DPAs from approximately 29 countries. David Wright participated in the meeting to present the latest activities of the PHAEDRA consortium and, in particular, to discuss a draft framework agreement on privacy enforcement co-operation and co-ordination, developed by the PHAEDRA consortium under Workstream 3. The 2014 ‘International Conference of Data Protection and Privacy Commissioners’ adopted a Resolution on ‘Global Cross Border Enforcement Cooperation Arrangement (version 16’), which is available here.

8th Université des CIL (correspondant informatique et libertés)
Issy-les-Moulineaux (Paris, France), 27 January 2014, 9.15-13.00h 

The ‘Association française des correspondants à la protection des données à caractère personnel’ (AFCDP) organised the 8th Université des CIL, the Yearly Conference of the French Data Protection Professionals. Artemi Rallo joined a roundtable on: ‘Quel avenir pour les Autorités de contrôle?’ (the future for DPAs?). The roundtable was moderated by Christiane Féral-Schuhl (former Bâtonnier of the Paris Bar). Other speakers were Isabelle Falque-Pierrotin (President of the CNIL, the French DPA) and Stefan Verschuere (Vice President of the Belgian DPA).

Roundtable of DPAs

During the 2014 Conference ‘Computers, Privacy & Data Protection’ (CPDP), the PHAEDRA consortium organized a roundtable of DPAs to discuss the draft framework agreement on privacy enforcement co-operation and co-ordination, developed by the PHAEDRA consortium under Workstream 3.

Enforcing New Latin American Data Protection Legislation: Difficulties and Challenges
Brussels (Belgium), 23 January 2014, 16.45 – 17.30h

The 2014 Conference ‘Computers, Privacy & Data Protection’ (CPDP) hosted a panel on ‘Enforcing New Latin American Data Protection Legislation: Difficulties and Challenges.’ The panel was chaired by Artemi Rallo and moderated by Verónica Pérez Asinari (European Data Protection Supervisor). Speakers were Pedro Less Andrade (Google Latin-America), Laura Juanes Micas (Yahoo!, US) and Cristos Velasco (ProtDataMx).

Data transfer Interoperability: between the EU Member States and APEC Member Economies 
Brussels (Belgium), 23 January 2014, 14.00 – 15.15h

The 2014 Conference ‘Computers, Privacy & Data Protection’ (CPDP) hosted a panel on ‘Data transfer Interoperability: between the EU Member States and APEC Member Economies’. This panel was supported by PHAEDRA under the dissemination activities (Workstream 5). The PHAEDRA consortium invited Mr. Blair Stewart, Assistant Commissioner at the Office of the Privacy Commissioner (OPC) to share his expertise. The panel was chaired by Prof. Nohyoung Park (Korea University, Cyber Law), and moderated by Hazel Grant (Bristows). Other speakers were Noriswadi Ismail (Quotient Consulting), Daniel Pradelles (HP) and Peter Schaar (European Academy for Freedom of Information and Data Protection).

Privacy Meeting: Brussels – Bangalore
Bangalore (India), 14 August 2013, 17.00-20.00h

Dariusz Kloza and Gertjan Boulet gave a talk on privacy at the Centre for Internet and Society (CIS). This “Privacy Meeting” also focused on the PHAEDRA project. The session provided a preliminary analysis of the (legal) factors that pose obstacles to and/or encourage co-operation between DPAs worldwide in enforcing privacy and data protection laws. Such an analysis aims at creating a ‘wish-list’, i.e. at identifying what measures could be taken to reduce barriers and to further foster co-operation. The session was concluded by a discussion about what DPAs can learn about co-operation from European and international competition law.

APEC Privacy Enforcement Workshop
Auckland (New Zealand), 17 July 2013, 14.20-14.40h

David Wright gave a presentation on ‘The objectives of enforcement co-operation’. He explained why global privacy enforcement cooperation is important and introduced the PHAEDRA project.
